Wealden District Council has become the latest local authority to declare a climate change emergency.

At a full council meeting on Wednesday, Wealden councillors voted in favour of declaring a climate change emergency and committing the authority to becoming carbon neutral by 2050.

However, critics have said the commitment does not go far enough – with some arguing the council should set its sights on becoming carbon neutral by 2030 or even 2025.

Roy Galley, the Conservative-led council’s cabinet member for waste and the environment, said: “Warming is clearly here in a big way and we have to get on with producing an action plan."

 

 

ABOUT ROY

 

Roy has lived in Nutley for the last 17 years with his wife Helen. They have two children. 

 

Roy was a Member of Parliament for Halifax from 1983 - 1987 and the Chairman of a Health Authority for 10 years. Oh boy, no chance then of mending the national debt. He retired from a senior position in the Royal Mail service in 2006.

 

Roy has responsibility at Wealden DC for Strategic Planning and Housing Delivery, and that is a laugh if ever we've heard one. For years this council have done all within their power not to deliver housing at affordable prices. Their agenda has been to restrict builds, typically awarding permissions to favoured developers. The only way that Roy can sort this one out is to sack all the bent planning officers, redraw the boundaries and purchase land by compulsory orders if that becomes necessary.

 

Wealden is a substantial district covering some 323 square miles of lush downland where wealthy people like to retire. Hmmm, that sounds a bit like Roy - so we bet he feels right at home. Wealden is the largest district in East Sussex, home to some 143,000 people. 

 

This Council's responsibilities include housing, planning, building control, waste collection, recycling, emergency planning and economic regeneration. That last one is beyond the grasp of civil servants - and that is why the national debt is so high. They spend taxpayers money tying up would be entrepreneurs in knots. As many readers will appreciate, government directives are to encourage small businesses. Wealden, don't seem to get it. The national debt is increasing by some £2.5 billion a week, and all local authorities with corrupt officers still in their employ are partly to blame.

Two-thirds of the district is covered by the High Weald and Sussex Downs Areas of Outstanding Natural Beauty. There are 34 conservation areas and over 2,500 listed buildings, Wealden places a high value on protecting the countryside, but no value at all on protecting buildings of local historic interest - and that is why there is no Local List.

 

Roy was elected to Wealden District Council in 2007. Since 2008, he has been the Council’s portfolio holder for Planning and Development. His main responsibility was to produce a Local Plan for Wealden which sets out what development will go where throughout the 323 square miles covered by the Council. The Local Plan was adopted by the Council in November. The emphasis of the Plan is to ensure an adequate supply of housing and business opportunities whilst preserving the distinctive rural nature of the area. He believes that the key principle is to have the right development in the right place. He is also responsible for managing the planning application process and for economic development.

 

Roy is also a founder member and Chairman of the Chelwood Gate and Danehill Village Markets committee who run quarterly markets as a community focus and to showcase local produce.

 

Roy is an elected Commoner Conservator for the Ashdown Forest and is currently Vice Chairman of the Board. He has been keen to improve the way the Forest is managed and to ensure good relationships between the staff of the Board of Conservators and local residents.
