Susan Stedman is a Conservative party member. According to her bio she has lived in Horam for over thirty years and worked in the district for much of that time. She has represented Horam at the Wealden District Council since 2003. She is very involved with village affairs working closely with the Parish Council. Susan is also a Trustee of The Club Rooms that has recently opened The Horam Centre in the High Street. In addition she has organised The Horam Mile for Sport Relief, three times, raising thousands of pounds. Well done for that Susan, but what about climate change and affordable housing?
How does that sit with a Conservative party member and the wealthy landlords who are by and large also Conservative supporters and may not see the profit motive in lower rents or even houses that the ordinary person could afford on an ordinary wage. Would that not drive many property investors to the wall. We imagine so - and that may explain why in Wealden land this Conservative Council seem unwilling to earmark land for social housing. Wealden is no place to go if you are poor or homeless at the moment, but we can change all that and still maintain standards and our National Debt.

We are not sure if Cllr Stedman is still at this address, but if she is we wonder if her and her partner have installed any energy harvesting features? Does Susan drive an electric car, or does she have plans to do so in the future.
THEN ALONG CAME CLIMATE CHANGE
All was well in the Wealden District, then along came the Climate Change and Sustainable Energy Act 2006, followed by the Climate Change Act 2008 to put a spanner in the works.
These Acts demand that Wealden put in place a workable plan and encourage development of sustainable housing and transport. These Acts are in response to United Nations targets to fend off a global catastrophe of melting ice caps and rising seas - something that local investors ignore.
A workable plan involves making sure that houses, transport and workplaces in the Wealden area reduce their carbon footprint by 3% a year to get back below 1990 levels by the year 2050.
If we assume that the houses that existed and are still existing from 1990 have not increased or reduced their energy requirement, then we need to work out how many new houses have been built since 1990 - and how many more will be built by 2050 - then add them together to work out what new or replacement houses have to achieve in terms of energy efficiency.
Unfortunately, Wealden have been handing out consents since 2008 for properties that are not energy sustainable and those that are likely to be built in the future will also be substandard in energy terms, taking a look at what is on the cards at the moment.
We cannot find any initiative in the Wealden district to assist the development of an EV infrastructure for 2030, when we are all supposed to be driving zero carbon vehicles. Such an effort would have a marked effect and ease the housing energy deficit somewhat.
Add all of these factor together and it pretty soon becomes clear that new-builds will have to be virtually zero carbon and existing houses and factories should aim to reduce energy consumption to give us some slack.
Houses that are energy self-sufficient will not look like the houses Wealden's planners are used to approving. They are so set in their ways that they have Climate Change blindness.
Buildings that are modified to harvest solar energy will change in appearance somewhat - but this is typically permitted development - and if it is not - the above Acts tend to support what is or will be necessary to improve existing stocks in line with a workable plan.
We have yet to see an appeal decision where Wealden have declined the addition of renewable energy features, but feel sure that one will come soon. At this point the Secretary of State will be able to give some much needed guidance.

Wealden is a substantial district covering some 323 square miles of lush downland where wealthy people like to retire. Wealden is the largest district in East Sussex, home to some 143,000 people.
This Council's responsibilities include housing, planning, building control, waste collection, recycling, climate change, emergency planning and economic regeneration. That last one is beyond the grasp of civil servants - and that is why the national debt is so high and with Brexit looming, the debt will rise and the performance of the UK economy take a nose dive according to Sir John Sawer.
With all of this going on Wealden is happy to spend taxpayers money tying up would be entrepreneurs in knots. As many readers will appreciate, government directives are to encourage small businesses. Wealden, don't seem to get it.
The national debt is increasing by some £2.5 billion a week, and all local authorities with corrupt officers still in their employ are partly to blame, for it is the corruption that is preventing the build of affordable housing with sustainable energy characteristics.
To be fair, even if there was no corruption or discrimination, the task of delivering energy neutral housing would require a very clever strategy. One that requires taking the bull by the horns proactively. Hence, not a chance in Wealden land where everything is retrospective.
Wealden places a high value on protecting the countryside, but no value at all on protecting buildings of local historic interest - and that is one reason why there is no Local List. The other reason is that it was/is inconvenient to have certain buildings recognised, which might clash with long standing enforcement agendas. The problem with this attitude is that tourism suffers, and tourism is one of the biggest earners in the South of England according to the Department of Culture Media and Sport (DCMS). It follows that the hidden agenda has been costing local businesses for years. A sort of 'cut off your nose to spite your face' policy. Way to go Wealden.
